The Nicaraguan navy is considered a branch of the Army use the
Army Flag as a template, placing the relevant emblem
in the middle on the yellow map. See:

Flag of the Naval Forces is based on flag of the Armed Forces, but emblem of Navy is placed on the yellow contour map, a black anchor. The name of branch is written under the emblem, "FUERZA NAVAL".

A Wikipedia article for Jack (flag) shows that Nicaragua uses the
signal flag Z as its jack.

Going through hundreds of photos I have been unable to spot a single
Nicaraguan vessel (at anchor or at sea) flying any sort of flag at its bows.

My hypothesis is that someone spotted a photo of a Nicaraguan patrol boat
dressing overall, which in that case had the 'Z' flag at the bow, and as such
was mistaken as a jack. As we do not have the photo, this is just my hypothesis.
